Ruunfall Territories

The Ruunfall Territories occupy an uncomfortable middle ground — geographically between Velenkai's industrialised south and its mountainous interior, politically between the competing Directorate factions that have been pulling the continent apart. Their semi-autonomous status is less a grant of freedom than a reflection of the fact that no governing body has yet consolidated enough control to absorb them cleanly.

The Territories' exact character is a product of this in-between position: too industrial to be dismissed, too geographically awkward to be easily held, too politically diffuse to present a unified stance. Whoever controls the nearest rail corridor tends to exert the most influence, which means that influence shifts.
