Graven Shore

Graven Shore is culturally and temperamentally closer to Saenn than to the Velenkai interior — a product of its coastal position and its historical dependence on maritime trade rather than industrial extraction. The port access that defines its economy also gives it leverage disproportionate to its size: anyone who wants to move goods through the eastern coast of Velenkai needs Graven Shore's cooperation.

The Eastern UVD nominally claims the Shore, but in practice Graven Shore resists absorption. Local governance structures have remained in place. Port fees continue to be directed by local authorities. The Shore has no army capable of holding off a serious push, but the economic cost of damaging the port infrastructure makes a serious push unattractive. The standoff holds, for now.
