Kethara Basin States

The Kethara Basin States are not a unified nation so much as a collection of industrial settlements that have historically aligned themselves with whoever controls the nearest rail corridor. Each settlement operates under its own charter. There is no central government, no shared foreign policy, and no mechanism for collective decision-making beyond the practical necessity of maintaining shared infrastructure.

This decentralisation has made the Basin States economically productive but politically defenceless. With the two Directorate factions competing for influence across southern Velenkai, the settlements find themselves contested — pressured to declare alignment, resist absorption, or simply endure whichever force happens to be closest.
