The Erehn Compact

The Erehn Compact is less a nation than a practical arrangement. The interior settlements that comprise it are too small to sustain independent foreign policy, too dispersed to project military power, and too commercially modest to attract meaningful outside interest. The Compact exists precisely because its members recognised this and chose coordination over absorption.

Administratively minimal and historically neutral, the Compact has survived by making itself easy to ignore and difficult to threaten. Its members contribute to shared defence infrastructure, maintain common trade terms, and otherwise govern themselves. There is no central authority to speak of — decisions emerge from periodic council between settlement representatives, and enforcement is social rather than institutional.

The Compact has no significant psionic research presence, no faction affiliations on record, and no territorial ambitions. In an era of rising instability, this studied irrelevance has proven surprisingly durable.
