The Outer Reach Territories

The Outer Reach Territories are the closest thing Nirah has to a true ungoverned zone. Saenn nominally claims the outermost islands, but practical governance has never followed the claim. The distances involved, the resource cost of administration, and the absence of any economic incentive to exert control have left the Outer Reaches as they have always been: beyond the reach of anyone who would prefer things otherwise.

Some ancient structures in the Outer Reaches predate modern psionic theory. What they were built for, by whom, and how they interact with the field in ways that contemporary instruments register but cannot explain, are questions that the Institute has noted and not pursued. The political will to investigate is low. The logistical difficulty is high. The findings, if any, might be inconvenient.

The Outer Reaches are used by those seeking to disappear — beyond the reach of institutional classification, faction recruitment, and the administrative machinery of a world that has recently become very interested in knowing where its Psions are.
