The Kovari Isles operate under a loose charter that Saenn officially disapproves of and quietly benefits from. Positioned along key trade lanes, the Isles' privateering operations provide strategic leverage — disruption capacity, intelligence access, and route control — that central Saenn can deploy through plausible deniability.

The Isles have survived by being more useful free than controlled. Any serious attempt to absorb them into Saenn's formal governance structure would strip them of the operational flexibility that makes them valuable. Both sides understand this. The arrangement persists.

The Kovari Isles have no ideological commitments and no formal faction alignments in the current conflict. They have commercial commitments, route interests, and a long history of knowing which way the wind is blowing before anyone else has noticed the weather changing.
